Hong Kong East Drainage Tunnel

Current Project

The Hong Kong East Drainage Tunnel (HKEDT) is a major flood prevention and drainage infrastructure project undertaken by a joint venture comprising China Road and Bridge Corporation (CRBC), Bouygues Travaux Publics (Hong Kong Branch) and VSL Hong Kong Limited for the Drainage Services Department (DSD) of the HKSAR Government. The project commenced in August 2026 and is expected to be completed in 2030.

Located in Hong Kong Island East, the project involves the construction of a 3.6-kilometre-long drainage tunnel extending from Shau Kei Wan and Chai Wan to Pak Sha Wan, together with 7 intake structures, 6 connection adits, an outfall and associated drainage improvement works. The tunnel will intercept stormwater from densely developed urban catchments and convey it directly to the outfall at Pak Sha Wan, relieving pressure on the existing drainage network and reducing flood risks in the Eastern District.

The project incorporates a range of tunnelling and construction techniques. Approximately 2.6 km of tunnel will be excavated using a Tunnel Boring Machine (TBM), while the remaining section will be constructed using drill-and-blast and drill-and-break methods. The works also include the construction of 7 stormwater intakes, pipe jacking works totalling approximately 900m, and around 1.4 km of drainage improvement works.

The HKEDT holds special significance for Bouygues Travaux Publics, building on the team’s extensive experience in tunnel construction and drainage infrastructure projects in Hong Kong, including the successful delivery of the Hong Kong West Drainage Tunnel. Once completed, the project will enhance the city’s drainage capacity, strengthen resilience against extreme weather events and contribute to Hong Kong’s long-term sustainable development.
