Inter-reservoirs Transfer Scheme – Water Tunnel between Kowloon Byewash Reservoir and Lower Shing Mun Reservoir

Completed Project

The objective of this project was to construct a tunnel approximately 2.8km long, with a 3-metre diameter, running from the Kowloon Byewash Reservoir to the Lower Shing Mun Reservoir, along with the associated intake and outfall structures at both ends of the tunnel. The project was successfully completed in January 2023. The tunnel serves dual objectives of improving flood protection levels in West Kowloon areas and optimizing water conservation by transferring collected surface runoff from the Kowloon group of reservoirs to the Lower Shing Mun Reservoir. In the long run, this tunnel will strengthen the city’s resilience in flood mitigation and enable it to better combat the effects of climate change.

The worksite is located at the tranquil Kam Shan Country Park. Meticulous project planning had executed to ensure a smooth flow of all construction activities, also to conserve the precious natural environment.
